新版本Tomcat 静态文件中文乱码

为了跟踪此问题，笔者翻阅了Tomcat代码提交记录，其中2017年有一条提交记录代码中在默认的servlet中未指定编码的情况下，自动读取操作系统中的文件编码当作静态文件的编码，windows通常是gbk编码，linux通常是utf8编码。
